My guess is that the taper is too shallow - for a CP chanter, a taper between 1:40 and 1 : 45 is typical.
However, this alone would probably not make half a tone difference in pitch. What design is your chanter based on, and what is the diameter of the chanter throat?
Also, have you tried both cylindrical and tapered staples? This can make a huge difference. Same as straight-sided vs. boat-shaped reed head - have you tried both?
Lastly, a C# chanter can be a very nice thing - I might be interested myself... where are you based?

Thanks!
Yes i tried cilindrical and conical, and reverse taped conical.
I didn'r try the boat shaped reed head, maybe it helps.
It works only with cilindrical- OK octaves even E (in my case D#)
It is mostly based on Bruce Childress chanter. Throat is 5 mm.
Chanter is made with ipe, worm sound but I don't think it can drop down pitch.
Very hard wood.
I am living in Zagreb, Croatia

You could try making a reed with the crow note at A. This is how I get my chanter to play in D. Also I make my reeds with narrower, shorter heads than normal - 10.5mm wide at the lips and 20mm from binding to lips - tapering slightly in from lips to binding, the cane blades shaped like an upside down champagne bottle.

Thanks!
I tried with boat shped or bottle shaped head and it works.
It is also in A.
Reed making is much harder than i thought, especialy when you must find a right one.

My second chanter, also from ipe, works much better. To wide throat in first one.
Still messing with reeds. I can make a goood one, but not great. Just finished 54.
Another 2 hundred i supose. After 33 years of learning to make violins and guitars didn't think it can
Be so hard. It is. Chanter and reed is more complicated to make sound than violin.
Ipe works better after some oiling. I used yamaha bore oil mixed with apricot oil.

Wood turns very nicely, resonant and full of natursl oils.
Only problem is with gluing. Very hard, elastic.
