If you have a D chanter with the standard Cnat, G#, and Fnat Keys, is there a combination that plays the Bb note without adding a Bb key?

Not of the existing keys, no. Normally one would open the A and then just half-hole the B by either bending the tip of the B (second) finger up away from the chanter, or alternatively, curling the tip of the B finger down, somewhat lifting the back part of the B finger up off the chanter.

On many D chanters a single-finger B (that is, raising only the second finger of the left hand, and keeping EVERYTHING ELSE down) will get you a serviceable Bflat. Doesn't work in the second octave.
