Was shown by my pipe maker to use hemp that is waxed for the first layer to help it grip the wood then other layers dry. The fit is then fine tuned with cotton sewing thread.

I wouldn't suggest buying a B flat chanter from a maker who makes primarily concert pitch pipes I think a qualifier here would be wide bore concert pitch sets but there as with every rule exceptions. At least one of the makers mentioned above makes mostly concert pitch (D) sets but they are narrowe...

Visited the maker of my pipes for new reeds a month ago and at that time he had a tenor and baritone regulators that were nominally for his own set. If he still has them he can probably be persuaded to part with them as his price list suggests they are within your budget. Have sent you a PM

I'm not familiar with John Butler (doesn't mean he isn't good) but the other makers you list all have good reputations for quality workmanship. I would say that your best bet now would be to find the pipemaker closest to you. Easy access to your pipemaker can be a real asset as you first set out on...

I think that one big reason why there is so much concentration on staples is because the tuning of chanter bores and tone holes is so problematic. In many cases the tuning of the chanter bores is not good. If tuning is an important consideration then I think that NPU should concentrate it's efforts...
